A welcome channel in Discord is an extra channel you create for new members. The main reason for the channel is to let them know what you do, how you do and what they can get from your channel.
You let them know about the rules they must follow and other information before joining.
So when you create a welcome channel, it is the first thing a new member sees. If they are okay with the basic information about your server, rules and what they should expect, they can join your general channels.

Creating a welcome channel on Discord is the same as creating any other channel. It doesn’t really have a specific button on the app. However, a welcome message with rules and other information will need an extra step.
Discord doesn’t allow creating a custom message for members to see before they join a channel. In that case, you will have to use a third party Discord bot.
That will help you create a welcome message for everyone who is willing to join your channel.
There are several Discord bots, but I am using MEE6 currently. If you wish you can try others as well.
Here’s how to set up a Welcome Message in Discord using MEE6
Go to the MEE6 website
On the left-hand side, click ‘Add to Discord’
Scroll down and click on the ‘Authorize’
Follow all the authorization steps
As you land on the dashboard, find ‘Welcome’
Enable ‘Send a message when a user joins the server’
Select a channel you want to create as a Welcome channel
Enter the custom message
And hit ‘Save’
